The why part is clear, no question there... but is any thought given to where the road ends that is paved by such intentions?

hmm... just my thought.

10 yrs. plus ago, Singapore primary school bring in lots of foreigner student or quite a number parent sends their children to Singapore.
I give an example.
China student come in as their English is not that strong, they join the class which is 1-2 years younger.
I went for my child table tennis competition, saw those strong team are form by foreigner (mostly).
When I look at 14 years old boy which is 2 head taller than the opponent (who is 10 years old). Basically, the opponent is crush.

When those 8 -12 years old saw their opponent, who is big brother. Some lost hope to play. They basically said, no need to play, sure lose.

Some might say, challenging is good. But as a parent myself, I would like to motivate my child to play his best and improve but not crush their confidence.

A lot of feedback from parents, hence MOM start to limit foreigner player in school team.
Once this limit in, the in-take of foreigner also get limited.

Whether is student pass or expat children, they all fall under student pass/DP.

Yeah I think you have a point TheRat. There is definite concern that "Singaporeaness" is preserved and the primary school system is where it starts.
I not lawyer/teacher/CPA.

Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
