Definitely think higher floors are louder if you are staying in a unit facing the road. Conversely, if your condo is more secluded, the lower floors will receive the bulk of any noise, whereas those on higher floors will find the noise to be more faint.

I was quite surprised to see the malls and restaurants in the city rather quiet, many restaurants were barely half filled and even the retail shops...

How can I keep plants indoors without dirtying the tiled floors? If pots are left on the ground, the soil would usually dirty the tiled floor.

Put them on elevated planters (shelves). Make sure each pot has a dish or tray underneath it.
