long term pass holder
applied through both channels step father and biological mother ( recently converted to citizen in 2018 ) but also rejected ( 5 months pending )
Nationality : vietnam
race : chinese
gender : male
age : now 2020 i am over 21 years old

become short term visit pass
so no longer apply for PR under my mother sponsorship have to appeal NP all the time but still rejected
maybe ICA see me as incompetent youngster so i have 0 chance for PR
any other paths like S pass and student pass seemingly harder than family route

Based on what you said,
Chance of you getting PR is almost 0. You are not working, why didnt they apply PR for you for the last 4.5 years?

After 21 years, you cant get PR under their sponsporship. You have to apply on your own merits, which means you have to find a job first to work in Singapore

If I am reading this correctly, you are not likely to ever get PR. Let me see if I've got this.....
Father is SG Citizen. Mother was VN SG PR until 2 years ago but finally received SG Citizenship in 2018 (this doesn't really matter one way or the other).
Before you finished school what kind of pass were you on?

What were you doing during the 4 years in Singapore? I believe you should have been studying during that time. If you did not study, then I am afraid your chances of becoming a PR is very low.

I think he has been kept on a student's visa his whole time in Singapore. That is the reason why he cannot get PR. His parents probably did it so as to prevent his needing to do NS. Problem is, if this is true, he will NEVER get PR let alone, SGC.

You stay in Singapore for 4.5 yrs , not study and not working.
Able to get PR?
Your father is local Singaporean but as mention in your first post. He is your step father. Dont think it has any help on this.
ICA has seen many cases.

Okay, none of your posts were very clear. So you were raised in VN and only joined your mother because she married a Singaporean. Pretty clear now. You cannot ride on your mother's coattails to get PR as you have already reached the age of majority and unless you can get PR on your own merits, you are out of luck and I hope you still have relatives in Vietnam as you will have to return there. ICA will only go so long and the you will be refused entry here. Not sure what your mother was thinking, but your stepfather should have known that that would not work. You need to get a degree if you don't have one and also get some work experience (in you home country before this country will even look twice at a work application. PR is totally out of range in your case.
