I think the government has done the right thing, to prioritize the resources at hospitals.

If you get sick with any dangerous infectious disease you have to be isolated and treated and there is some cost involved. So goes for dozens of other cases, e.g. having stroke and landing in a hospital etc. etc. As a tourist (short time visitor), you should be insured traveling to another country. The insurance should normally cover it unless you did something falling under the "exceptions" clause. In other words, no reason to see it as some kind of specific case.
