I have tried several tailors for shirts and I have described the results on
http://www.mathieu.bouville.name/tailor ... apore.html Although this is for shirts, good tailors are good tailors so something on suits can be inferred from the quality of shirts.

I was recommended to T.J. Custom Tailors and am using him for the last 15 years He has made me suits and shirts and am very satisfied with the quality and service. My family and friends and the colleaques in my company use him too and they have all been satifsied. He does alot of buisness with the expats in singapore and has been established for a long time. Located in the financial district at Clifford Centre. Check him out he is inxpensive too.
Good Luck
