I took out a 12m lease on private apartment starting 01 Jan 2020. Rec'd census form ........... how to complete if do not possess valid IC/FIN or Singpass?

You can't. You are not supposed to lease an apartment over longer term if you have no valid residential status (SC, PR, EP, LTVP etc etc.), or to be precise, you can lease of course but you should not be an occupant of such apartment over any longer period of time. Why do you need to submit the census form in the first place?
