I'd assume you must be in a profession that the govt wants to reserve for locals if you're running into this much resistance (HR and accountants are an example) or possibly you're in a job that the govt considers to be too transient (bankers have this problem).
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

If rejected 8 times with the kind of salary that you have quoted, very likely there will be others factors that you cant change anymore. Better to continue to work on EP or try to make plan B.

Kids? Were they born here? Studiying in local schools?

Well on the other hand, maybe a little break between applications might help. If you count 11 years and 8 rejections. Assuming one doesn't apply on first 2 years (or during the studies at NTU time) that's about an annual application. So between applications no much significant changes, ICA might have automated the process: is this first PR application? yes/no-> if no, when did we last reject it and how big is the % delta in our mystery point system? less than 10%?->autoreject for wasting our time? more than 10% assign an officer to review the application.

Or that is how I would optimize the process and improve government productivity if I was there.

disclaimer: numbers and details of the process are for illustration purposes only, I have absolutely know internal information about ICAs PR handling process, other than the common public information.

After 8 rejections in 11 years I would think the writing is on the wall. It would be interesting to know what the rejections letter said exactly. e.g., apply again in two years, or you are welcome to stay as long as you can obtain an EP.
