PR re-apply or appeal. under spouse scheme

PR re-apply or appeal. under spouse scheme

Profile:
For Myself, I'm a Citizen, applying for my wife.
She's Chinese nantionality.
Education and work:
She's working in United States right now, with a PhD degree (US university, but not one of the tops).
Salary ~70k/year.
I'm going to get my PhD degree in a few months, currently with a master degree (one of the top US universities).
curent salary/stipend ~50k/year.
We got married (in US) last year and submitted PR application few months after mariage. (Marriage Cert was not updated with MOM, MSF or MyInfo by that time)
Duration in Singapore: For her, almost none, only few days as visitor.
Age : 30 years (both me and wife)
No kids

We plan to move back right after my PhD studay (both of us are not in SG now), so we submitted the application since we saw an example, which is similar to us, got approved (in this case, the wife finished her undergrads in NUS though.)
We revieved the rejection within 1.5 month of submitting, I'm thinking maybe something is really wrong in our case.
After recieving the rejection, I had our marriage cert verifed by Singapore Consulate in US and updated with MSF and Myinfo. I also finished my PhD thesis defense recently, just waiting to get my PhD cerificate.

Query is
1. Whether we should appeal with our application or wait for 6 month and re-apply (it's already been 5month+ so far, the marriage cert verification by Singapore Consulate was delayed).
2. Are there anything absolutly wrong for our case? Like we should apply after we move back to SG?

Nothing really wrong but just maybe too soon after marriage. I'd say re-apply after you've been married 2 years. Obviously a baby or two wouldn't harm either. but in general (without knowing your exact field of studies), I'd think you would match the type of people Singapore government wants to move back home.

meanwhile if you want to move to Singapore apply for LTVP or LTVP+ for her, and get LOC for work.

Thanks for your advice.
I'm in engineering and she's in biology, will be both in R&D I guess.
