I am an Indian applied for PR last May 2019 and its pending close to 16 months

Race : Indian
Husband and wife working IT professional in Singapore for more than 9 years
1 daughter born and studying in P1
Salary: self 9000 and wife 6000 per month

Any chances .. application pending for long time..

Was wondering if you could all give me any ideas if you think I should submit an application.

Age : 31
Race : Caucasian (English)
Gender : Male
Marital Status : SG Partner, not married (although living together)
Religion : NA
Education : Bachelors Degree
Current Field of Work : Manpower & HR
Length of stay : 7 years
No of tax return : Every year since arrival,
Salary : 90k p/a
Pass : EP

I imagine you would not be successful.

I'll address the factor that you probably imagine is the strongest in your favour - your SG partner. The fact you are not married would be a red flag. To even be in with a chance, you would need to be married for at least 2 years.

Now we have addressed that. You are essentially submitting on your own (your partner provides no help)
Let's look at the rest of your qualifications. Remember you need to look at your qualifications vs your cohort which is early 30s caucasians. Those are the ones you are competing again
In that case your salary is low. Like we've observed before, there are many well paid expats from Western countries here. A bog standard VP at a bank is probably on around 10-15k per month.
Generalising here but HR is not a highly valued job as determined by the Singapore government, unless you happen to be supporting some fancy smancy high tech, bio science etc etc

Go ahead and apply though. What harm is there? The worst that could happen is they say no?
Alternatively, you could settle down with your SYT and apply as the spouse of a SC...

Salary : 110K+ Basic
Pass: EP

Husband Profile - Age 33, also on EP. Salary 80K+ Basic, Post Graduate.

Your child is a boy or girl? Have they been included on the application?
What industry is your husband in? How long has he been in Singapore? How long have you been married?

I would say you are on the lower side of the odds.
Your ethnicity is against you and if you are the main PR applicant, and decide to have another baby, you will go off work and not contribute to the Singapore economy ...
