How many years have you been paying taxes? You say you have been in Singapore 5.5 years, it's not clear if you've been working (and paying taxes) all the time then. There is a suggestion here that at least 2 if not 3 years of tax records is important.
The current economic situation is not as significant as the current political situation - the drubbing the PAP got in the popular vote suggests they are going to clamp down harder on the foreign work force.
In any case, there is no harm in applying and seeing what happens
