Did you hear the old joke about the guy running the chili crab stall on Boat Quay? He had a box of Thai crabs, Aussie crabs and Indian crabs at the front of his restaurant. The Indian crab box was open and a passerby asked "aren't you worried about your Indian crabs escaping?". He said, "no sir, as soon as one Indian crab tries to get out the other Indian crabs pull him back into the box".
Whatever the number of PR's granted in a year, surely some quota like 4-6% will still go to them to maintain the balance in Singapore? So, some of them will still get it is my view. But yes tougher than before and I agree on that. But it wont become 0

It can actually fall to a negative value if REP's are not renewed although I agree it's hard to imagine NO approvals will happen.

As long as PR's stay and work in SG and with no negative records, I dont forsee any issue in REP renewals. REP renewals may be an issue only for those under PTS scheme, if they are not working during the renewal/last 1 year before renewal or if they are overseas for the last 2+ years before renewal. This is just my personal view.

I agree with PNGMK. It will not be a case of zero approval for Indian nationals. Chances should be better for those apply under family scheme.
But OP’s (not in literal sense) profile is almost identical to most Indian national PR aspirants who have come to this forum to enquire about their chances in last 2 months - work in IT field, mainly with MNC/banks, Comp science or engineering degree from a reputed university, salary c. $150K, etc. Some with wife also working in IT or largely on DP, not working. Some have more volunteering work or donation than others.

The good news is that the PAP are heading for a 10MM population target (although they now deny this but we've seen that before at the 5 and 6 MM targets). They can't get there with organic growth so will need to import but it won't happen until the local unemployment crisis stabilizes and the GE is well and truly over.

Are you sure you’ve been in SG for 5 years?
I suggest you don’t just read Times of India and start reading the Straits Times to know what's going here, if you are not already doing so, and if you want to integrate with the society.
The political debates over the past few days during the hustings are targeting a certain group or issue.
By the way i applied before pandemic started.

2019 no covid19. business still running well except USA -China trade war.
But this covid19, all trade is affected. Whole world is affected.

So? Your application is pending as of now right? And it doesn’t mean you apply before COVID, your application will be assessed under non-COVID criteria. Neither does ICA go by the FIFO method.

IT will remain pending I believe for some time. Just reapply once the PAP are back in and they start heading towards an extra 4MM people to get to 10MM
