Considering all other info he has given, In his case, it wont make a difference to make the application positive even if he applies as a family.

I think the part about birth cert and having a Chinese last name are common for Filipino and ICA may have seen enough of such applicants. My MBA was obtained from National Cheng Chi University- Taiwan.
I haven't applied for PR before too.
You can try and see. You may or may not get it.
