He already has a PR and wants to get more? What is the guarantee that he will stay in SG?

If Singapore knows anything about US green cards, they would know it is very quickly considered abandoned, even after exceeding 6 months of sustained residence abroad. There are ways to try and skirt these rules, but it is usually a matter of time... so any perceived relevance is probably misconstrued.

But what matters is that he had it before which will count if SG is aware of it.

I have a friend who lives in India and travels twice a year to maintain his gc. Doesn't seem too hard. He seems quite uninterested to actually stay in the US at the moment.

Twice a year to avoid 6 months absence, plus a reentry permit if doing it repeatedly... not sure if it’s worth it unless they are running the clock for citizenship. I know a high income Indian couple who both got US citizenship and it surprises me how determined they are to keep it, even though they have to pay US taxes and haven’t lived in the US for over a decade.
