You can DIY as buyer as long as you know what and how to do. You can google HDB.gov.sg for the procedure.

Seller can have agent represents them. The seller agent will collect commission from seller only. Agent cannot collect commission from both side.
As the agent present seller, dont expect them to do the doc for you.
