I need a regular taxi booking from Bukit Tmah shopping centre to dulwich.

Not sure why you are posting to a forum then. You should be posting to Comfort Delgro or TransCab or any other Taxi company, not here.

I thought the taxi driver could have been held 100% liable, if unsure, don't make the turn, wait for the light to turn in your favour.

Discretionary right turn is very dangerous if there are big vehicles like buses blocking the view. Encountered many times that drivers are guessing...
