Low chance. Ethnicity and Salary are main factors in your case.
if there is a gap in staying/working in SG, usually the residency will be calculated as 0 once you start again. So, I dont think you can count it as 7 years with 1.6 years not being in SG.

Hi there,
I have previously lived and worked in SG for just over 2 years (LTVP+) but moved back to Europe with spouse and have lived there for over 5 years now. Wife is getting tired of the cold weather, missing family and friends etc and my sons would be serving NS in the future so we feel it would be better if they are integrated there.
My profile:
Sex: Male
Age: 31
Ethnicity: Caucasian
Job: Software Developer
Salary: Realistically around 90k in Singapore based on what I'm earning now.
Married for 7 years to a Singapore citizen (Chinese).
We have two boys (6 y/o and 6 months) one is registered as SG citizen and the other will be before he turns 1.
I'm not sure if this kind of post would warrant it's own topic but I'm trying to get a gauge at how long I would have to wait before I could apply for PR once we move back.

You should be able to get PR as a spouse of a Singapore citizen
https://www.ica.gov.sg/apply/PR/apply_PR_who
But they look at these factors "NOTE: ICA takes into account factors such as the individual's family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency, to assess the applicant's ability to contribute to Singapore and integrate into our society, as well as his or her commitment to sinking roots."
If you can hold down a job for a year or so (and it's a big if in the current circumstances), I think you should be able to get PR.
I would also get your younger son's Singapore citizenship registered asap.

Applying through agencies wont rise your chance if approval. They claim so many false promise. Like we have inside people to boost your application or we can find reason from inside people and appeal. All i can say is Bullshit. first of all, ICA cant differentiate your application coming from any agencies. Agencies used to claim, 99% of their application positive. but most of known people got rejected and agencies claimed, oh no you are in rest 1% WHO GOT REJECTED.
