DP vaccination requirements apply for kids 12 years and 1 day old?

Hi all, I have recently been offered a transfer to Singapore. The kids would like to come with me, but my ex-wife, their mum, was an avid anti vaxxer. I have updated some of their vaccinations since we split a number of years ago, but the youngest (11 years and 9 months) is still missing her Diphtheria boosters. I looked into it and they will take a year to complete... argh.

Question is - her 12th birthday is in March, so when she turns 12 and 1 day, do you know if I will be able to apply for the Dependent Pass without showing full proof of vaccination reqs? I've seen conflicting answers on what "12 and under" means from the SG government's perspective. Very keen for your thoughts - their mum is happy for them to accompany me, I have them almost full time anyway.
