If the focus is on foreigners this is one more reason not to convert one of them into a local.

This is exactly what I am saying too that this wont be seen as a positive reason for PR. But looks like BBCDoc would like to differ.

Sorry,

To clarify my position and thoughts, I doubt there is any likelihood that the Govt would offer PR in this situation. The benefit is to the individual.

We all know the PR objective is to benefit the country, not the individual.

But, having said that, there is always a chance...
