LPR (Landed Permanent Residence) Scheme is Still Active ?

Hi I've found in many discussion forums and web sites about LPR (Landed Permanent Residence) it is a kind of PR, but i couldnt find more info regarding the same in official immigration sites (government), Is the LPR scheme is true ? and it exists ? , if so what is the formalities and procedure to apply, or could you recommend some agency/company assists in getting LPR. Thanks in advance for your replies.
