If I'm not wrong, because PR is a stepping stone to citizenship, they want to see proof that you are trying to put down roots in Singapore and also that you are integrating. Not just putting down roots while living in a bubble which has people from your own country. So yes it's important to be physically present here.

This is unlike some other countries where they grant PR to people living overseas.... Australia for instance. I know plenty of people who have got PR there without having set foot in the country.
There was a time 12 years ago, where spouse of PR residing overseas can express their interest to move to sg and live here and get their PR while being overseas. This is gone and not there anymore. May be many of them didnt use this PR in a right way and ICA went ahead not to grant any such PR anymore.

Not surprising, given the amount of "abuse" of the Singapore PR and even naturalized citizenship in some cases.

Yeah, that programme was known as Landed Permanent Residence (LPR) was heavily used by Indonesian Chinese back in the day. In fact, I took in two of them back in 2005 but the program was stopped a couple of years after that. They were able to receive IPAs without having every stepped into the country and they would be given PR upon getting a job (any job). That is were the abuse came from.

What kind of jobs were they taking on to abuse the system?
