May be many of them didnt use this PR in a right way and ICA went ahead not to grant any such PR anymore.

Not surprising, given the amount of "abuse" of the Singapore PR and even naturalized citizenship in some cases.

Yeah, that programme was known as Landed Permanent Residence (LPR) was heavily used by Indonesian Chinese back in the day. In fact, I took in two of them back in 2005 but the program was stopped a couple of years after that. They were able to receive IPAs without having every stepped into the country and they would be given PR upon getting a job (any job). That is were the abuse came from.
