If the person has not made an effort to come to SG on LTVP and stay/work here, on what grounds will ICA be sure that the person will reside here permanently if a PR is granted?

Whether anyone can afford to send kids to international has no bearing in the chance of getting PR. i think probably chances are less, i have applied for PR on June 2019 for my whole family. myself, wife and 2 years old baby.
