Happening again and twice in a day? :( :(

In general as a former EE I can tell you the loads inside flats here have gone up a lot. The original HDB's were fitted with a single bulb and socket per room and almost all cement/concrete surfaces and ran off a single 23A CB. The largest load would have been the fridge. Now we see people installing 10KW aircons, multiple points, lots of lights and complaining that the HDB won't put in 100A breakers (or whatever)... the single cause of an increase in accidents is an increase in the number of potential; failure points (whether is be connections, faulty appliances, excessive load events, bad CB's, bad wiring, bad charging circuits, LION batteries).
