usually HR vacancies, you need to have HR background or working experience. OR need to have a qualified level cert in order to sign up for the vacancies.

For what it's worth (as in, I don't know if it is a possibility based on the posts above), I saw a lot of HR and HR-like positions when I was looking for jobs in the universities/education sector. You can just go to a job board or each institution's website and look what's available. I suppose if you apply with no experience etc. it would be more than tough, and I don't know about citizenship rules mentioned by the post above so do look it up...

Once again HR is a category reserved for SC. You will not find a legitimate job in HR as a foreigner unless you're very high up (i.e. Senior in a MNC).
