Ex-PR, thinking of moving to Singapore

Hi,

My father worked in Singapore for over 25 years and was a PR. Our whole family had PR but the rest of us lived in India, while he worked here. At the age of 18, there came a call for NS but since I never lived there and didn't consider it my home and continued living in India. Forward 17 years later, I'm thinking of relocating to Singapore for work. I'm an engineer and I think I have skills that are sought after. I'm wondering if I apply for employment pass, will it get approved? Given that I haven't used any resources in singapore like schools, medical etc while I had my PR, will it have repercussions? In the event that I do get an EP, will I be able to get a PR again later?

You skipped out on NS. Good luck if they don't try to prosecute you if you come to Singapore.

Perhaps I didn't explain it porperly. I surrendered my PR at 17 or 18, I dont remember correctly. So I'm not illegal of any sort. I have visited singapore on a number of occasion just for a short visit since then since my parents are still PR and live there.

As far as I know, the government does not take a good view of PRs who renounce just before NS. This step is legal but may have an adverse effect when applying for any type of pass in Singapore in the future.

You're unlikely to be able to obtain an EP (employment pass) due having skipped out NS as a 2nd Gen PR. However we may be wrong. IF you success please let us know.

I dont think there is a case of pulling a fast one here. We were supposed to move as a family to Singapore but situations forced us to stay back. I'm sure its nobody's fault and everyone had best intentions at the time. I dont think my future has been screwed or anything like that. I'm quite successful and pretty sure I will be wherever I am. I hear great things about Singapore and wanted to experience it as a working adult.

However, can one speak to MoM directly regarding this? Has anyone been offered a waiver for NS? Or if there is an option to serve the NS, even if its at this age?

I've seen men run into this a few times. Offered extremely high level positions, appeals made to MOM by CEO of F&N type of stuff and the gahmen will not budge. There is no reason to and every reason not to budge. Once they let one man get away with it then thousands want an exception. The SAF have enough problems filling their ranks and the gahmen can't force the new citizen ex mainlanders into the SAF. I think we will see women conscripted eventually. So no exceptions unless you have something so important Singapore will make an exception and the only time we've seen that is if your father is high up in PAP or if you have something exceptional ability wise which I doubt.

You renounced PR at age of 17 just before you were due for NS. This is a “death sentence” for any future application for “passes” in Singapore.

The most your employer can do is put down the facts on your application and then read you the rejection letter. He cannot send in any documents unless the MOM requests the same. I can tell you what WILL be on the rejection letter though.

"We are sorry but your application has been rejected as you have some unresolved issues with CMPB. Please resolve them before reapplying."

I know, I've received this letter for my boss' son as he is in a similar predicament. He has a B.Sc & M.Sc in Civil Engrg, but is now the MD of our branch company in Myanmar as he cannot get an EP or S pass or even an LTVP, because of his father's insistence that he knew what he was doing. I told him otherwise 14 years ago, but he did it anyway. So, go ahead and apply. Let us know the outcome.
