Technically it is, but it's not advisable. However, a lot of employers have tried to play-play over the years, refusing to sign the Annex A for the applicant. Now ICA, while prefers the Annex A, the will accept the last 6 months pay vouchers (inclusive of the last one received at the time of application. They will probably request the last 6 months pay vouchers again just before approval to ensure you are still working as the length of time for PR applications based on information we get here is between 12 to 18 months before approval/rejection.
The reasons employers play-play is because people from some of the regional countries have a bad habit of getting their PR approved and turn in their letter of resignation within the week. Can't blame them for refusing to sign the Annex A as once burned, twice shy. They may have spent considerable money training the employee only to lose him as soon as his PR is approved.
