Chances of success on my PR application

I am Indian, working in Singapore since 2009 and holding EP.
I have done my masters in Engineering from reputed institute from India and working as a Senior Design Engineer.
My salary is about 90K SGD per annum. About 4 times my PR got rejected, after rejection in 2017, now applied again during August 2019. My daughter is studying P3 and my son is in K1. Is there any issue to have loans at banks in Singapore, is this one stopping my chances?
During my initial career time in Singapore, I changed a few jobs for every two years and is this could also be the reason for not getting succeeded?

Unfortunately I believe you've already answered your own question.

If you've already applied 4 times and been rejected 4 times, the chances of your PR ever being approved are pretty much zero. (In fact I reckon the odds PNGMK gave you look pretty optimistic by comparison.)

Time for Plan B as we always say here.
