Getting Goodwill Deposit back before lease stamping

I tried to rent an apartment but after the Tentant's Agreement was signed (but before stamping) they are changing terms and trying to charge more through utilities. Unfortunately, this took place after I had already transferred the goodwill / rental deposit to them and they are now refusing to pay it back when I wanted to stop the rental process since nothing has been stamped yet. What should I do?

Utilities are almost always the tenants responsibility. This is the norm. You're fighting over something you can't change.

You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

You should pay the actual utility amounts, no more, no less.
