Can I Renew my PR at 25??

Hi Everyone,

I grew up in Singapore but left by the age of 13. I was a PR then. My PR expired in 2011 and I was supposed to serve NS in 2012. I did not do this on purpose, my dad's work took us out of the country and we never expected to return. My PR was also set up in a way that I had to intentionally renew it if I wanted to serve NS, so it means that I am not one of those that renounced their PR to skip NS.

I wanted to know what the chances are to get my PR back at this age? I can serve NS if I need to but how likely will I be granted one now?

Parents moved back and I want to live with them, we never expected this but it would suck living far away from them
