1. First ask your brother in law to apply alone for PR as if I am not wrong workpermit holders cannot apply for PR. Once he gets approved let your sister convert into LTVP, then after a few years to PR
2. Family ties matter most only if the relation is a SC, SPR or LTVP. It does not matter if the relative is an employment/work pass holder

We are planning to apply for PR with my wife as the primary applicant as I am on DP. Our profile
Race: Indian
Age: 30 (Both of us)
Married for 5 years, no kids yet
Wife details:
EP holder, MNC Bank in IT, Salary 85k. Worked on DP 2 years and now on EP for the past 2 years.
Qualification: Masters from NUS, Bachelors from IIT
Total stay in SG 5 years, 1 year Masters and 4 years working
My details:
I worked on EP for 3.5 years for a local firm in Oil and Gas sector before I went back to India for my MBA. Currently, I have DP but I work for a MNC in India as a management consultant. I work remotely half time based in Singapore. Salary ~60k SGD. I also have masters and bachelors from IIT apart from MBA. I am actively looking for jobs to move back to Singapore.
I believe we have a peculiar case as I worked on EP, left SG and came back on DP but working with MNC in India. Wanted to check how good are our chances and if we should apply now or wait till I get a job in SG.
We had applied with me on EP and wife on DP a couple of years ago when my salary was 60k and were rejected. Will this have any impact on our application?

Thanks for that and yes, I assumed the same. Only thing I thought in our favor is my wife's master's from NUS. However, finally received acceptance on PR after four attempts - yay!
Some background for those interested. I have been living in Singapore for eight years with wife (not working) and two daughters (both lucky enough to get into local schools) - all they remember/know is Singapore!
I am British caucasian (46 yrs old), work in finance, high salary. Eight month wait from application to getting acceptance notice. I waited two years from last rejection before applying again.
Now just getting material to finalise everything.
One less thing to worry about

3. Experience : Both my wife & I 10+ years of in our respective fields.
4. Time in Singapore : 2 years
5. My profile : Indian male with bachelors in Engg. & MBA from a top Indian University. Currently working as a Data Scientist in a Singaporean Tech Start-up. Salary : ~120K
