We have a lot more anecdotal evidence of High income earners (>300K/pa) being rejected as they normally assume at that level an increment of 50K/pa will have them giving up PR to chase the dollar. High net worth individuals will be those with liquid assets over 7 digits and won't be under the PTS scheme anyway.

My application was on 14-Aug-2019. Waiting for the result. This is my 5th-time application since I moved into Singapore in Sep 2011.
My profile:
Me - Indian. 31 yrs old. Software engineer. Salary 6.5K per month. EP since 2011.
Wife - Indian. 31 yrs old. Software engineer. Salary 6K per month. EP since 2012.
Two daughters. Both were born in Singapore. Both in DP.
My first application - In 2013 (when first daughter was born)
My 2nd application - In 2014
My 3rd application - In 2016
My 4th application - In 2017
My current application - In Aug, 2019 (2nd daughter was born in Nov 2018)
Fingers crossed. Wish me luck. What are my chances of approval this time?
Singapore looks for Kids who can possibly serve NS and integrate into society. Since both the kids are girls, NS is optional for them which in most cases will be ignored by girl child. They may see in that perspective. I don't see any issue with your profile other than this.

Not necessary, every application is unique. I have two boys both born in Singapore, I am staying for 9+ years continuously in Singapore and income is in 5 digits per month but application got rejected after 13 months of waiting. I would suggest keeping your fingers crossed and hope for the best.

They are in preschool, follow the MOE curriculum but an
International School. There is catch22, getting a good public school for DP is tougher and if it is a PR selection criteria it is a concern. I don't think it has played a vital role in my case's rejection.

Right. Most likely the issue is just that of ethnicity /nationality and the sheer volumes of applicants from the same ethnicity.

I can see a couple of problems.
1) Salary on the low side (in fact just above the minimum required for Malaysian EP holder).
2) Due to low salary and only Diploma, are you willing to do NS? You actually don't have a degree so without NS I think it might be a problem. You job can be handled by most anybody with some OJT so I would think the only reason you got the EP was because you were Malaysian. I think it's combination of the two. If they asked you if you would do NS what would be your answer?

I wouldn’t mind serving NS. Understood the points regarding salary & diploma. I’m also considering furthering my studies in IT as well. Side track a little, would it make any difference in my application if I were to pursue local vs private uni?

Surely local universities have better recognition than private universities in SG.

But it probably wouldn't make any difference until such time as you graduated.
