FIN Number and COC

I need to find my FIN number from when I lived in Singapore in 1992. I need a COC, and can not get it without this number.
I was living in Singapore with my parents, they no longer have a record, my passport has some random numbers scribbled down that are hard to decipher and do not fit the FIN format.
I contacted singapore police who said without it they cant help
I contacted my old school who dont keep records past 5 years
My dads secretary who lives in singapore asked MOM, they said my number no longer exists due to the amount of time.

Has anyone managed to get a COC without their FIN? I know when I go online into the appeal thing, you can put any number that follows the FIN format and it lets you through to the next stage, but wonder if you then put all your details if they will try and find your details without it.

This is a problem that continually comes up and no one yet has posted an answer online as to how to get around it.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

I have since gotten an answer from ICA, they can not help either... I do have some numbers scribbled in the passport that I can kind of decipher and turn into a FIN number with some imagination, I wonder if I use that and its not right if that will still let me through to the form and then maybe the rest of my information will work...

I thought I answered this already, I have had success, I emailed ICA asking if they could find my FIN, telling them I am out of ideas and told them everything I had tried. They replied telling me they are unable to help, however they cc'd singapore police into their reply.

I had already contacted singapore police, so they then replied saying they would help and have been incredibly helpful and getting it sorted for me. I never needed my FIN, and I have my COC.

If I was you I would email the police and tell them you are out of ideas.

That's happens when people spam the board with multiple identical posts. It's a headache and when we catch them before both thread have different answers we usually delete one of them for the ease of our readers (as you have just found out).
