Company not willing to fill annex A to form 4a

Hi, Im actually plan to apply PR this month.... But my company not willing to help me filling the Annex a to form 4a form... The HR said that they have the right not to fill in.. Because the company scare we will change to another company if we get the PR. May I know what should I do?

File without it but ensure you have copies of your last 6 months payslips up to the time of submission to send with the application. ICA is awareof the penchant of local employers being arses. Can't really blame them though, as they spend a year or so getting a brand new noobie an work pass, train them, pay them and then sign the annex A just so the employee can then screw the employer. So a lot of them refuse to sign. So ICA allows 6 months payslips in lieu of Annex A. Oh, if you don't get payslips from your employer, just to let you know, he is in violation of MOM law by not giving one.
