Pink IC takes 2-12 months after citizenship approval. Mine took 12 months

Pink IC - Not yet. SC Journey done & got the temp IC. Took a couple of months to finish.

Pink IC / Citizenship ceremony: late Aug 2019.
Got a letter from ICA informing the proposed date. So,
Applied: Oct 2016
IPA: Mar 2019
SG Journey: May 2019
Oath + Passport: May 2019/Jun 2019
Proposed Pink IC: Aug 2019.

Did anyone try to decline the AIP? What the impact would be?

You wouldn't get citizenship. You might have a hard time later if you want to try again though.

What happened? the new holding period of HDB, and stamp duties made it to unattractive to try to flip properties?

They will have a long memory. Future SC application may NOT be approved. Very very rare, even your REP renewal may have issues. But this is extreme and not very likely - as they may feel that you have taken benefits, but do not want to commit to SG.
