Peer to Peer Dog Care Services

Can foreigners legitimately offer dog care services via peer to peer websites, like an Uber/Grab equivalent?

I assume the answer is technically yes if they either
a) incorporated a company offering dog care services and marketed on these websites
b) managed to get the website to apply for an EP/LOC
c) became PR/SC

But in reality neither a nor b seems viable?

Yet there does appear to be some non-Singaporean citizens advertising dog care services on these websites; are they simply gambling they won't get caught?

I suspect I know the answer, but wondered if I'm missing some sort of loop hole.

You suspect correctly. No, not missing some loophole.
