Grateful for reasons why Viber demands access for their App to function (I think this is so).
What's the impact if I deny Viber access.

It most likely uses that access to backup your chats or save files.
If you deny, you have no backup if you reinstall on a new phone.

That is what it's for. Have a look at Settings/Account/Viber Backup. It's explained and set there.
