Need urgent recommendation for Muscle wasting treatment

Dear Friends,
My mum has severe left and right shoulder muscle atrophy due to nerve damage(brachial neuritis). She has no strength at all to lift her arms. I am looking for doctors who have experienced in slowing or reverse this process with the use of anabolic steroids or other effective treatment. Please share if you have such knowledge. I have tried online searching but unable to pinpoint which doctor has such experience and expertise. Please advise. Thank you.
