Since you are already married in other country, you cannot apply for pre marriage LTVP assessment

Thank you for reading and hope to get a clarification soon. I am SC and my future husband is a Non-resident. I applied pre marriage long term visit pass assessment on 3rd October 2018. Up till now 27 November 2018 it is still pending. My question is, is it normal as it states there processing time is 4 weeks.
