I have applied for an s pass on the 25th of August 2018 ,I have not received the FIN number yet,may I know what would the reason for the delay,it has been 3 weeks till today,is this normal.can someone answer please.

Because your application has not been approved yet? Delay may be due to dodgy qualification from a deemed ‘reputed’ university or mismatch between experience and salary or too many foreigners in your prospective employer.
