Asking on behalf of relative...
She's a foreigner, doesn't reside in Singapore, own a private property in Singapore.
She does not rent out the property, instead her son/niece stay there for study. So she does not earn any rental income.
Can she apply for owner-occupier tax rate?

If she can produce a residency visa, sure. e.g., SG Citizen, Permanent Resident, LTVP, EP holder, etc. SVP? No.
