Are rental prices normally quotes as monthly or weekly?

It is usually quoted as monthly. Excluding utility bills like water, electricity, gas and internet.

Is it me or are rental price increases at condos this year bit crazy? I get the usual percentage points... But my friends landlord wants to increase...
