Hi
I received a job offer from a global bank in Singapore. Now I have a better offer and want to decline the offer which I have already signed. There are still 2 months to go before I start work.
1. Can I decline the offer without any legal hassles
2. Am I liable to compensate them for back checks they conducted. Also either party can give one months notice during probation period which is yet to start in 2 months when I commence work
3. What is the best way to decline as I feel a bit sheepish. Also will their doors get permanently closed on me?

If you only have an offer, or even if you have the IPA, you contract, in Singapore, regardless of what is written in it, is not valid until such time as your Employment Pass has been issued. Therefore you can back out of it any time without any notice. They also can withdraw the application at any time up to the issuance of the actual Work Pass.

Hi SMS/Fellow group members...What If the employer B is deny to cancel IPA here? Are there any ways (like go through MOM). Any suggestion is greatly appreciated.

Nope. They can hang on to it until it runs out and you are up the creek without the proverbial paddle. It's called just retribution for possibly turning away good candidates only to be thrown over by a wishy-washy employee who cannot be satisfied. Most are good employers but some will use that option, especially if it may have cost them some money to get the employee here or had turned away other equally suitable candidates because the person did a good sales/con job on the employer. Karma is a bitch. Lord knows, I've preached on here often enough about exactly this for the past 14 years on here. When someone tries to crap on an employer here, usually it comes around full circle. Usually, MOM will only intervene if the employment pass has been issued and the employer refuses to cancel it after someone quits without notice or does a runner or has otherwise run afoul of the employer. MOM doesn't really like those who are obviously job hoppers after going out of their way to grant someone an employment pass. Nobody like sand kicked into their face.
