Questions about SPR and REP

Can I cancel my SPR without a valid REP (meaning my REP is invalid at the time of cancellation)? What would happen if I leave without a valid REP, lose my PR status and come back to Singapore as a tourist? Will I be fined or have to go through a certain process to enter?

NS issues?

I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

based on what I read here, PRs (under PTS scheme?) who move and work overseas usually get their REP renewal rejected. My question is how about PRs...
