If someone has had their S Pass or EP applications rejected before, are there any implications on visa applications to other countries?
For example, when applying for visas to other countries such as NZ, there will usually be a question such as: "Have you ever been refused a visa/permit to visit, work, study or reside in any country?"
Technically and legally speaking, is a rejected S Pass application by Ministry of Manpower considered a refusal of a visa/permit to work?

Just lie. Eventually there will be a database I'm sure run by the NWO but until that happens plead ignorance. An S pass is not a visa.

I asked MOM directly on this issue and they clarified that an unsuccessful S Pass application is NOT considered a refusal of visa or permit.

There is a difference a visa and a work permit, and if I failed to get a work permit, it doesn't mean I failed to get a visa. I would never include any work pass application under such a question.
