Can apply Long term visiting pass for Spouse that is in overseas ?

Hi all. I am a SPR and i would like to sponsor my spouse to apply for long term visiting pass. I checked that the application requires disembarkation/embarkation (D/E) card. but my spouse is currently not in sg now. is it possible to apply LTVP while spouse is not in sg? Appreciate that someone can provide any info! thank you very much.

You can use a blank one I believe; (an unfilled in DE card that is). Post it to her to use when she comes in.

I not lawyer/teacher/CPA.
