Unless you are a Citizen your child will be a stateless person until you register the birth with the Phillipine Embassy. Children of PR's unless one parent is a Singapore Citizen cannot obtain SG citizenship at birth. Depending on your visa status in Singapore, you may be given a Dependents Pass for the child but possibly for only 1 year after than it's anybody's guess. They might require the child to be repatriated to the Philippines.
