If you have no plans to give up Singapore citizenship then the gahmen will see this as a ploy for your son to duck NS. He may not get through. The general advice from MS (our expert) is the whole family need to cut ties (CPF, HDB etc) to truly guarantee an exemption.
As to your third/second question there are NS reservists who migrate so there must be a pathway. Not sure what it is.
