EP reject although salary meet min and NUS graduate

I finished post graduate diploma in NUS. Start up company gave an offer to me. Salary is EP min salary. My company had no foreigner.
I got rejected after over 1week.

My HR fills my previous intern salary in "Salary Details" section. It should be my future salary (the salary which i get offer), right?

The next point is that I got a bachelor degree in my country. But, the one I learn in Bachelor and the one I finished in NUS is different field.(medical in my country and IT in NUS).

My HR apply the appeal in last week ago. But, the status show still REJECTED.

Anyone have the same condition? I worry that appeal don't considered by MOM.
