can anybody tell me what is meant by "Surcharge applicable for 1800 call"

1800 calls are supposed to be toll-free.

It means that the card charges you extra money for calling an 800 number... it is not free. Most 800 numbers are not free for international calls... you pay the prevailing international direct dial rate.
