Hi Shk88,
I am a Pilates Instructor and also used to teach aerobics. My personal experience is that if you want to tone your legs and not build bulk, Pilates is really good for that because it both lengthens and strengthens the muscles. Moreover, it will trim your tummy and bum too!
At all cost, do avoid doing step aerobics or cycling / spinning at high resistance, cos that will build bulk. If you want to walk that is fine, but avoid resistance like walking up slope.....
If you need further tips, just pm me.

Toning up the legs
Hi babyface,

Hi ,
this really depends on what you want. If you find that your thighs are Flabby walking up the stairs will strengthen your quads muscles and it will be more toned. However, if you already think that your thighs are "big" and don't want to make it even bigger.... Avoid walking up stairs, cos it will build bulk. Try skipping and do some leg lifts and strengthening exercises to tone up the muscles.
please email me at lmtcity@yahoo.com if you have further enquires...
