REP expired while overseas Please advise....
Dear forum,
I first migrated to Singapore when I was 4 and had been living there for about 17 years, completing my education till poly before pursuing further studies overseas. I couldn't log in to Singpass to check my REP status or find out when the deadline was , because I needed to register for the 2fa verification + OTP token in order to access my account. So I applied for it and received the token yesterday (22Jan). I managed to log-in, and tried to apply for renewal of my REP, but couldn't because there was some error. To my knowledge, that error occurs when REP has expired or something. So I was trying to find out when my REP expired, and I found my REP application outcome email on 24 December 2016, stating the renewal was approved. So Im guessing my REP expired on 24 december 2017. Im planning to fly back to Singapore to apply for Renewal of REP in person, since it can't be done at the overseas mission counter or online.
1. What I'm worried about is, since my REP expired while I was overseas, is my PR status officially gone? How do I find out if it's gone?
2. Is there in any way I can appeal for reinstating my PR status if it has been revoked, because I'm still studying overseas and it is my last year in university.
3. Is there some penalty fee/fine I have to pay to reinstate?
4. Any advise on what I can or should do for now?

Hi I am female! Also, upon graduating from university, I have to go back to Singapore because of my tuition grant bond (have to work 3 years). Could this be used as a guaranty that I am coming back to Singapore?

Possibly yes. If you can get a letter from your university stating you are still in school and your anticipated matriculation date and you have a place of abode here in Singapore (e.g., are you still living with your parents - I assume you migrated with your parents?) I think under extenuating circumstances they will give you a fine and renew your REP. It will possibly be an REP that is of a short duration, e.g., to cover you till you graduate from Uni and come directly back to Singapore.
This is not verified but it's worth a shot. I don't think it is unreasonable if your are a female as there is no NS issue that the gahment needs to worry about. Good Luck. The fine used to be in the area of $100. Don't know if that's changed or not.

Thank you so much for your reply! I tried calling ica but they arent really giving me proper answers, directing me to email ica, which i did yesterday. I guess i have to wait for the reply and fly back next week. Thank you again for your reply!!!!!

Are you sure REP cannot be renewed overseas at Singapore mission? I renewed mine in Shanghai in 1998?

Hi, was your rep expired while overseas too? I did call the embassy to ask but they told me i have to go back to singapore to do the procedure... im a little clueless about all these (sorry if i ask stupid questions) but the singapore mission is the same with the embassy right...?

Yes Singapore Mission is Singapore Embassy.
I recall going in before my REP expired ... maybe that's the issue.
Edit: Yes you can still renew overseas if you can't use e-REP renewal. Also yes the expiry is the issue.
An overseas application should be submitted at least 2 months before the expiry of the current REP.

Yes Singapore Mission is Singapore Embassy.

Dec 2016 you got the approval email and the REP expired in Dec 2017? They gave you a 1 year REP?

Hi there, yes they gave me 1year rep for two times already. In the beginning of 2016, before my REP expired, i went in person to apply for renewal. The additional document that i had to provide, which is my proof of enrolment in the university im in now, does not state how long i will be studying(my major is 4years long) so the officer couldnt give me 4-5years rep but just one year. Since then i have been renewing it every year with no issues as long as my additional document show im still studying. Its just this time that i couldnt remember when to apply, and i couldnt log in to find out either because i didnt have to otp token.

You're a bit of a twit. You're studying at university where presumably you have to get things in on time and you mess up what is arguably the most important thing a PR has to do on time....
