I recall going in before my REP expired ... maybe that's the issue.
Edit: Yes you can still renew overseas if you can't use e-REP renewal. Also yes the expiry is the issue.
An overseas application should be submitted at least 2 months before the expiry of the current REP.

Hi there, yes they gave me 1year rep for two times already. In the beginning of 2016, before my REP expired, i went in person to apply for renewal. The additional document that i had to provide, which is my proof of enrolment in the university im in now, does not state how long i will be studying(my major is 4years long) so the officer couldnt give me 4-5years rep but just one year. Since then i have been renewing it every year with no issues as long as my additional document show im still studying. If your REP expired 1 year and ago, and if you want to renew it now, it will surely not be easy.
